Airswift is currently recruiting for a Senior Planning Risks & Reporting Engineer who will work in either Paris or Pau, France, on a key LNG project for an international energy company, starting as soon as possible. 

This is a 12 months renewable contract, residential basis. 

The designee is responsible for all the scheduling, planning and progress measurement activities for the Papua LNG Project, and for the reporting at project level all along the course of the Project.

As such the designee is responsible for:
? Developing, maintaining all necessary procedures for Scheduling, Progress measurement and reporting during the FEED Phase in order to properly manage these activities during the CFT and subsequent execution phase.
? Defining (and updating as necessary) a suitable Work Breakdown Structure complying with Project needs in terms of progress control, cost control and reporting, for all phases of the Project.
? Reviewing and commenting contractors’ procedures and schedules, scheduling and progress control methodology, and to monitor contractors’ execution schedule, to check and approve contractors’ progress measurement and progress reports.
? Supervising, controlling and coordinating the activities related to Work Packages scheduling and planning and progress measurement; this includes active participation to the development of the project integrated project schedule supervision of scheduling and progress measurement activities during the Execution phase.
? Developing and maintaining schedules at Project level, with analysis of critical path and potential clashes and proposal of remedial actions/solutions.
? Assisting TE EP PNG for the elaboration and follow up of the Integrated Planning (including Permitting and Drilling)
? Ensuring availability (always) of an updated and accurate scheduling and progress measurement documentation.
? Ensuring reporting at Project level (issue of Weekly reports, Monthly Status Report...) including the National Content reporting. The designee shall observe and shall impose strict confidentiality during the tendering phase and as a general manner all along the course of the Project. The designee shall undertake all activities she/he is responsible for, or involved in, with the highest level of consideration for HSSE rules & requirements. She/he will promote safety and environment awareness / conscientiousness at all levels through an exemplary and pro-active attitude towards the Project team and with all stakeholders. The designee shall perform all activities she/he is responsible for, or involved in, with the highest level of consideration to the Project Quality Policy and management system. The designee is also accountable individually for demonstrating an exemplary behavior with regard to the Company Ethics and “Code of Conduct” policy, and to promote and enforce the Corporate Anti-Corruption Program within the Project team.

ACTIVITIES
? To adopt & demonstrate an exemplary behavior with regard to HSSE requirements.
? To provide a strong HSSE leadership and to define and ensure the effective implementation of the Project HSSE policy and commitment, by providing all necessary resources
? To adopt and demonstrate an exemplary behavior with regard to the Company Ethics and “Code of Conduct” policy and to promote and enforce the Corporate Anti-Corruption Program within the project team.
? To develop, implement and maintain procedures, means and tools in order to ensure the efficient organization and operation of the scheduling, progress control and reporting activities
? To define (and update as necessary) a suitable Work Breakdown Structure complying with Project needs in terms of progress control, cost control and reporting, for all phases of the Project.
? To develop, update and revise the overall integrated Project Schedules (including TEP PNG activities such as Permitting and Development Drilling) as required by Project Management, and to provide analyses and simulations of new schedules also as required. Papua LNG Service Description 2 / 2 REV01
? To assist Packages scheduling team to review and comment contractors’ procedures and schedules, scheduling and progress control methodology, and to monitor contractors’ execution schedule, to check and approve contractors’ progress measurement and progress reports.
? To organize, during the Execution phase, co-ordinate, supervise and control all the activities of Planning Engineers, by informing, supporting and directing them in their roles, responsibilities and objectives.
? To consolidate the National content reporting (including man-hours) from all packages.
? To define (and update as necessary) a suitable Monthly Report structure complying with Authority/Partners and Project needs.
? To supervise the development of detailed and accurate Project Monthly Report / Project Weekly Report (and any other report as requested) during all phases of Project.
? As a general manner, to provide assistance to the Project Management for all matters related to scheduling and progress reporting and general reporting, and to manage all activities related to scheduling and reporting.
? To timely report to the Project Control Manager, highlighting progress and encountered areas of concern.
? To ensure and impose strict confidentiality for all the scheduling and progress measurement related documentation produced (whatever its support)
? To gather ‘lessons learnt’ about scheduling, progress control and reporting matters and provide feedback to other TOTAL E&P entities as required.

CONTEXT & ENVIRONMENT
The Papua LNG Project is a key project as it is its first major petroleum investment in Papua New Guinea. Papua LNG Project is a combined onshore and offshore development project comprising:
? Well pads and the upstream gathering network including flowlines and two parallel multiphase trunklines
? Upstream Central Processing Facility (CPF), approximately 30 kms from the field
? Main onshore and offshore export system consisting of a single-phase gas pipeline and a condensate pipeline
? Integration in existing liquefaction plant located 325 km from the CPF in the vicinity of Port-Moresby

You will perform the following activities:

? Early works and Infrastructures
? Main onshore and offshore export system consisting of a single-phase gas pipeline and a condensate pipeline
? Integration in existing liquefaction plant located 325 km from the CPF in the vicinity of Port-Moresby Production Data: 875 MMSCFD of exported gas + 10kBPD of condensates

The main technical challenges are:
1. The upstream facilities and the pipeline export are located in a remote, dense and rainy tropical environment.
2. Infrastructures (road, quay, air-strip, base and camps) and river navigability shall be operational early during the project execution.
3. Ensure compliance of CPF design with Highest HSE Standards, Local requirements and IFC Standards.
4. Minimization of facilities footprint and of greenhouse gas emissions.
5. High seismicity area potentially impacting the design of the facilities.

The ‘’PNG environment’’ challenges are:
1. Papua LNG project will be spread along the Gulf of Papua. The area is highly environmentally sensitive with widespread biodiversity wilderness areas and coral reefs.
2. PNG is a young developing country with limited industrial sectors, skills shortages and high level of unemployment.
3. Train and employ PNG technical workforce to comply with the national regulation and the mobilization of National workforce in future construction teams.
4. Manage the risk related to the Project acceptability in an area which is culturally and linguistically diverse characterized by limited experience in Oil and Gas development projects.
5. Empowerment of Landowner companies established by people from the project area of influence in order to ensure in country sourcing activities.
6. Ensure a consistent National Content strategy between upstream and LNG plant extension.
7. Anticipated significant increase of the subsidiary activities and staff during the project execution.
8. Time and cost to obtain key project permits may be significant due to limited references of oil and gas development projects in PNG. The Papua LNG Project will be developed with the objectives to maximize economical results by optimizing the reserves, the schedule and/or reducing the costs, while maintaining the technical quality of the installations, with high H3SE requirements and focus. The PNG content of the work will also be a key factor to its success

FIELD ELECTRICIAN / TECHNICIANS

  • Location: Wellington, NS

 

Roster variants:  

  • 8 days on, 6 days off. 
  • 4 days on, 3 days off, plus one on-call weekend with allowance per month. 
  • Both roster types work 9.5-hour days plus 30-minute break (10hr day) 

 

You will be responsible for: 

  • Performing routine maintenance on equipment
  • Diagnosing and troubleshooting various project systems issues
  • Developing standard operating documents for machine maintenance, operations and training
  • Overseeing and supervising sub-contractors

 

To be successful in this role, you will have:

  • The ability to read and interpret blueprints, diagrams, manuals and schematics.
  • Valid electrical qualifications license
  • HV electrical qualification desirable
  • Valid Australian driver's license
  • Experience in electrical maintenance and repairing various types of electrical equipment with preferred experience in renewables and solar.
  • Willingness for some roster flexibility for on call and emergency works where required.
  • Sound computer skills.

 

The ability to commute to work daily is crucial when working on either an 8/6 or 4/3 roster (subject to change).

You may also be requested to travel to other solar farms for a pre-determined period of time to support or train.

  • Assure the Process discipline issuance, review, and approval of technical documents.
  • Manage the Process discipline development of engineering specifications and provide quality assurance in the procurement of materials, equipment and services to ensure conformity with sound engineering practice and cost effectiveness. Ensure all Project HSE requirements are adhered to and implemented. Ensure HSE is emphasized throughout all process design activities. Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed.
  • Complete execution of process design aspects in accordance with standards and guidelines, procedures, Quality Program, project plans and contractual obligations.
  • Review and verify EPC Contractor’s remaining detailed engineering deliverables, including QRA, fire and gas detector layouts, Safety Critical Element Performance Standards, fire and safety equipment vendor data review, implementation of ALARP activities, completion of remaining vendor HAZOP studies, and tracking implementation and close out of remaining HAZOP and other safety review actions.
  • Complete execution of process safety aspects in accordance with standards and guidelines, procedures, Quality Program, project plans and contractual obligations.
  • Responsible for the implementation of Process Safety in Design requirements.
  • Continue / restart the Process Safety in Design effort with the selected 3rd party vendor, to review Project deliverables and ensure they are fit for purpose. Close out remaining PSID actions. Owner of the 3rd party contracts for 3rd party independent reviews of PSiD.
  • Restart the Technological Risk Assessment with the selected vendor and close out the remaining TRA actions.
  • Review, in coordination with Operating personnel, critical Operating documents, including Operating manuals, Commissioning procedures, Startup procedures, Operating procedures, and Emergency and Evacuation plans.
  • Work with Process Engineering, Operations HSE team, and Production Operations to ensure all appropriate safeguards and mitigations are in place to provide a safe working environment.
  • Work with on-site vendor teams, in cooperation with site HSE, to ensure all Process Safety requirements are incorporated in vendor equipment and operations.
  • Support for field generated changes, from Construction, Commissioning, or Operating teams.  Assurance of Process Safety of changes, including HAZOPs or other studies, as necessary.
  • Work with Contractor to ensure all final Process Safety deliverables are properly captured in the Project Information Management system.

Qualifications/Experience required
•    Degree in appropriate Engineering discipline.
•    Proficient in English language.
•    Eight (8) or more years’ experience in Oil and Gas and large projects. 
•    Experience with LNG project process safety requirements and work processes through EPC, commissioning, and start-up.
•    Experience with process safety reviews (e.g., HAZID, HAZOP, F&G map reviews, SIMOP reviews, etc.) and producing typical process safety deliverables (e.g., QRA, bow tie analysis, layout studies, Hazardous Area Classifications, Fire and blowdown zone studies, etc.).
•    Experience working within a value assurance framework and detailed knowledge of the application of Process Safety in operations.

General Description
The Projects Quality Lead plans, implements, and administers Quality Assurance Plans across multiple or single projects and participates on a day-to-day basis in those quality management activities that support capital projects. Primary Responsibilities
• Ensure adequate resources with required technical knowledge and supporting skills to fulfill the Quality Plan are assigned to specific project teams.

• Prepare/submit project-specific Quality Plans, revised, and updated for each project phase (FEL 1-2-3 & Execute).

KEY DELIVERABLES
The Industrial Hygienist’s deliverables include providing occupational health guidance to the various levels.  The Industrial Hygienist will ensure that all aspects of occupational health rules, laws, regulations and company initiatives are addressed by the organization.  Additionally, the Industrial Hygienist will actively ensure that the company’s entities have a good working relationship with all government agencies.

KEY RESPONSIBILITIES
  • Coordinate/Develop Industrial Hygiene and Occupational Health programs for the project’s plant start up and Plant and Pipeline steady state operations.
  • Execute, maintain, and update as required, the Exposure Assessment Strategy for the site.
  • Provide Professional IH support / oversee IH programs and practices for the site.
  • Steward progress of support and project plans; update plans accordingly.
  • Submit equipment/capital budget requests; maintain equipment per the IHFOM.
  • Participate in team meetings and SME teleconferences.
