Budget & Cost Control activities:
The main duties are to organize, coordinate, perform and control all the EW&I Cost Control activities of the Package, and to provide and present all information and documentation related to the Package Budget, expenditures, and forecasted costs in order to help update the annual closing forecast and multi-year estimations concerning all activities supported by the Package budget.
The Service holder will liaise actively with the Budget & Cost Control Lead as well as the Project Control Manager and the EW&I Package Manager for budgeting activities and updates.

Scope:

  • Organize, coordinate, and control all activities concerning the Cost Control for the EW&I Package.
  • Prepare, coordinate, and consolidate the various versions of the Package budgets and updates (annual and multiyear) with inputs from the members of the Package Team. To provide “ad hoc” support on financial matters as required.
  • Provide the necessary checks and approvals for the invoices submitted concerning EW&I activities, in accordance with Contracts, Project & Company procedures, Sarbanes & Oxley requirements and DoA.
  • Provide input to the Project Cost Control team for the preparation of accruals and best estimations for the monthly closing activities.
  • Prepare for issuance of the necessary Project, Subsidiary and Partners / Shareholders / Concessionaire / Company / PJC cost data and reporting concerning the EW&I Package.
  • Assist in the cost assessment of any contract variations and identify any Package cost trends, drifts, variances data.

Planning & Scheduling activities:
The Service holder will also be responsible of the scheduling, planning, progress measurement for the Early Works package. In addition, the Service holder will also serve as interface between Project Team and Affiliate Team with regards to scheduling and planning of key activities such as permitting and preliminary works.
The Service holder will be responsible for the following work scope perimeter:

  • Early Works (EW):
  • Follow-up of EPSCC Schedules development for the 2 EW contracts.
  • Follow-up of progress measurement and reporting of the 2 EW contracts.
  • Followup of permitting activities associated with the 2 EW contracts execution requirements.
  • Review for Approval the Monthly Progress Statements for the 2 EW contracts.
  • Supervise and help the preparation of the Monthly Cost Report for the Early Works package.
  • Support the review and validation of Variation Orders.
  • Contribute to the Papua LNG Overall Integrated Schedule.
  • Provide support to Project Team with regards to scheduling and planning of key activities under the responsibility of the Affiliate Team.

The Service holder will be responsible, under Planning & Reporting Leader & EWI Package Manager authorities, for:

  • Developing, maintaining all necessary procedures for Scheduling, Progress measurement to properly manage these activities during the CFT and subsequent execution phase.
  • Developing and maintaining files for follow-up of quantities associated with scope of work and details as per work breakdown structure.
  • Reviewing and commenting contractors’ procedures and schedules, scheduling, and progress control methodology, and to monitor contractors’ execution schedule, to check and approve contractors’ progress measurement and progress reports.
  • Supervising, controlling, and coordinating the activities related to Work Packages scheduling and planning and progress measurement; this includes active participation to the development of the project integrated project schedule supervision of scheduling and progress measurement activities during the Execution phase.
  • Developing and maintaining schedules at Project level, with analysis of critical path and potential clashes and proposal of remedial actions/solutions.
  • Ensuring availability (always) of an updated and accurate scheduling and progress measurement documentation.
  • Supervising, controlling, and coordinating the activities related to EWI Work Package Cost Control Monthly Reporting.

The Service holder shall also observe and impose strict confidentiality during the tendering phase and as a general manner all along the course of the Project.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Professional Experience (years): 10-20 years in Oil and Gas projects
  • Experience in similar position (years): 5-10 years at same or equivalent position with managerial responsibilities
  • Level / Diploma: Engineer, or equivalent
  • Qualification: Engineer, or equivalent - Perfect knowledge of PRIMAVERA & Excel requested as well

RESPONSIBILITIES

  • Promote a positive approach to HSSE in all aspects of Marine Operations activities by demonstration of personal commitment to HSSE through the application of safety critical behaviours. 
  • Responsible for preparing the Cargo and Ballast plan considering LNG, LPG and Condensate Run down, Cargo transfer and other activities including the testing and operation of Loading Computer. 
  • Support the safe execution of all Ship to Ship Terminal interface operations in accordance with company and industry guidance (e.g. ISGOTT / SIGTTO) as appropriate. 
  • Support S&L operator in field control activities where requested. 
  • Provide proactive Marine operational awareness of activities.
  • Monitor the weather parameters ensuring operations are within operational parameters for wind, sea, wave-height, and lightning. 
  • Ensure operational processes under own control are executed in a timely manner. 
  • Attend daily all applicable daily meetings such as Services Team Meeting, Morning Pre-start operations meeting, chair the Marine Field Management call engaging as appropriate on all marine related issues. 
  • Support in the management of unplanned / unforeseen marine events. 
  • Support emergency response teams on marine related incidents or issues and provide input and training as appropriate to any maritime related emergency response exercise. 
  • Support as appropriate with terminal compliance and internal HSSE audits, industry and site self-assessments. 
  • Responsible for maintaining compliance with all training requirements for the role.

Job Requirements
  • Good package engineering skills with design and operational knowledge of rotating equipment such as Gas Turbine (Power Generation & Mechanical Drive), gas compressor and WI pumps, etc. Experience of combined cycle plants is an added advantage.
  • Basic knowledge of static and package equipment such as pressure vessels, Gas Dehydration System, Seawater Treatment System, Gas Treatment/Conditioning System, etc.
  • Minimum 3 years’ experience in FPSO FEED & especially EPC projects.
  • Good knowledge of FPSO process design and systems.

Activities
He/she shall ensure that SOR, Project Specifications and Procedures, Company General Specifications and international codes are well followed for the design of the modifications/integrations to be performed in the frame of the Projects. The activities include in particular:
1. Perform process calculations (H&M balances, valve sizing, compressor curves digitalization & ProII/ Unisim simulations)
2. Extract data from PI (TOTALENERGIES internal operating software) and be able to perform a consistent mapping/analysis.
3. Analyse process output and support lead for process discussions and presentations to the other discipline.

Context and environment PBF is the brownfield project division of TEPA and benefits of a matrix organization. It’s managing projects from FEED/Basic Engineering to Startup/ hand-over to Block Field Operation teams. The nature of the brownfield projects, i.e. most of the execution activities offshore are executed in SIMOPS on live FPSOs (Girassol, Dalia, Pazflor, CLOV on Block 17, Kaombo Norte and Sul on Block 32 and Begonia on Block 17/06) and congested seabed, increases the risks and consequently the challenges of the projects (coactivities with other projects and maintenance activities, minimization of production shortfalls…). 2/2 PBF is managing EPC contracts with major international Contractors but also local players including onshore prefabrication in Angola, offshore construction and Installation (FPSO modifications, SURF, SPS, SIMOPS, high number of contractors & subcontractors). Within PBF projects portfolio, the GIRASSOL and DALIA life extension projects are aiming to extend the life of the GIRASSOL/ROSA and DALIA fields for an extra 10 years. The GIRASSOL Life extension project consists of an extent of different type of activities (Maintenance works, pipeworks, hull repair, flexibles replacement, ICSS upgrade, flowlines change out, XT change out, addition of bearing pads, mooring chains replacement, wells intervention, etc.) split into Packages. The different work packages are attributed to different entities within Affiliate and not to one single entity for the full scope.

DALIA CLOSED FLARE RETROFIT is part of the DALIA LIFEX project. Topsides modification scope consider the LP compressor rebundling and installation of the closed flare module with fast opening valves on the flare stacks and new flare gas recovery unit and the change of the blanketing gas of the Crude Oil Tanks.

The main function of a Project Coordinator is to work closely with project managers, functional managers and accounting staff to lead the successful and timely delivery of a regular reporting process. The process involves a review of overall project health, project status, schedule review, budget review and workload forecasting.  

 

Responsibilities:  

  • Assume primary responsibility for coordination of weekly and monthly project reporting to stakeholders, including executive management  

  • Monitor and integrate status updates from correspondence, meetings, and status reports into a summary roll up report for executive management 

  • Support Fleet Manager and Execution Engineers in Developing and Executing Projects for High Pressure Gas Lift Installations 

  • Managing Drawing Updates, Drafting Requests, Document Control, Supporting in Cost Tracking and Reporting through in house tools

Requirements:

Primary Purpose:

  • Responsible for the support and administration of complex contracts for the design, engineering, procurement, construction, and commissioning for large-scale capital projects (typically >$1B). Provides guidance on contract terms, tracking commercial issues, monitoring contract obligations, and drafting formal correspondence. Partners with various functions to gather, understand, and document project status and information and develop risk mitigation strategies for the Owner. Utilizes standardized processes and tools to ensure contract compliance, and commercial know-how to guide the organization in strategic administration of the contracts while demonstrating strong customer service for the project team.

  • 25% Administer EPC contract and responsible for managing contract obligations. Works cross-functionally to track and expedite the completion of Owner obligations using company developed tools and templates and coordinates with various functions to track and expedite the completion of contractor obligations.
  • 20% Review, advise, and train the project team on prime contracts and subcontracts requirements. Monitor contract compliance to ensure that all legal and contractual matters are addressed efficiently and promptly.
  • 10% Provide life cycle support of the agreement to include change management and contract close-out. Draft change orders and amendments, contract terms, pricing, and payment schedules, gathers signatures, and records changes into contract management tools. Perform audits of contract documents to ensure compliance, tracks contract performance against commitments, and compliance to project policies and procedures. Support the verification of completion certificates and documenting project and contract closeout.
  • 10% Aid in negotiating contract terms, pricing, payment schedules and change orders to ensure that the agreement(s) with vendors/suppliers are commercially advantageous. Prepare negotiation plan to include supporting documentation prior to negotiation.
  • 10% Lead and participate in key meetings to accurately document discussions, events, actions, and resolutions, as well as draft white papers and strategic recommendations, and create tools for analyzing and tracking of contractor activities, notices, and claims.
  • 10% Draft formal correspondence such as notices, letters and responses to the contractor’s inquiries.
  • 5% Liaise with legal, insurance, risk and tax departments and contractors to develop and administer insurance and tax requirements for specific projects, regions, or financing needs.
  • 5% Utilize contract management tools, templates, methods and processes. Prepares and disseminates information regarding contract status, compliance, modifications, etc. Assist in developing and maintaining the contract databases, logs, dashboards, and manage the SharePoint contract document repository.
  • 5% Research current regional and global events, including any events related to public policies, health and safety, seismic and weather threats to relevant region or job site, or governmental tariff risks to understand potential risks and impacts to the Owner. Tracks issues and drafts memoranda to document events and risk mitigation activities.

Our major operator client are recruiting for a QC & Mechanical Completion Coordinator to join their team to support project quality, equipment delivery and handover activities for SPS equipment.  Based in Kongsberg, Norway (with possible overseas travel required), you will support a number of ongoing projects.

Key Responsibilities and background:
  • To work in close coordination with SPS Quality Lead for SPS quality assurance / controls activities, and equipment delivery and handover coordination activities.   Keep the Lead and all relevant parties informed regarding ongoing activities status. To advise the Project /Package Leads on relevant actions/decisions.
  • Coordinate inspections services via IQ-ALL and to review inspection reports provided
  • Perform some of QC inspections (at Contractors’ or vendors locations)
  • Perform expediting of components on critical path
  • Follow, monitor and coordinate the internal and external delivery and handover of SPS equipment, under the Quality Lead supervision. These activities include:
    • Follow the readiness of SPS equipment from all manufacturing facilities,
    • Coordinate the release of SPS equipment as per Contracts’ requirements (Ready for Shipment certificates when applicable),
    • Coordinate with Contractor logistics team, the location and delivery status of the SPS equipment,
    • Coordinate with Contractor Mechanical Completion team the compilation and control of release documentation (dispatch dossier and certificates) for handover to Company or Company’s other Contractors,
    • Support SPS Interfaces Engineers with the Company Provided Items handover process to Company’s other Contractors,
    • Coordinate the handover of SPS equipment as per Contract.
  • To support SPS Quality Lead in the Project quality assurance activities (Including Audits, Vendors Approval, Quality actions follow-up, NCR/TQ/RCA/LL registers, etc.)
  • Participate to close-out of Contract(s) with respect to Company and Project procedures.
  • Be active in the cost culture deployment and development. To be in particular the sponsor of this culture within the Package of the contract administrated, Context and environment.

Critical Skills & Personal Attributes:
  • Engineer with solid experience / knowledge of SPS equipment.
  • Previous experience in QC co-ordination role.  Expediting of equipment and ensure documentation packages are complete for handover.
  • Strong English (written and spoken) essential; Portuguese beneficial.

Job requirements

 
  • MSc or BSc degree or equivalent (i.e. Professional Certification) in Offshore Structures / Naval Architecture with as specialism structural analysis of global and detailed hull structures.
  • 4 or 5 years of relevant working experience with the structural design.
  • Experience and technical knowledge of structural analysis of global and detailed hull structures.
  • Familiar with rules of classification societies (i.e. ABS, DNV GL, BV and Lloyds).
  • Experience in Engineering & Design of floating units in the Oil & Gas Industry.
