Our client, a leading oil & gas operator, is recruiting for a Field Operations training Manager. This is a 12 months renewable contract with a view to work on the project for 36 months+.
You shall be responsible for a team consisting of Production Technical Specialist (OJT), Maintenance technical Specialist (OJT), Training service provider, as well as functional link to an HR team. Ensure that all training is undertaken in line with the Company HSE policy and in close co-ordination with Affiliate Human Resources. Responsible for the preparation, update, management and the satisfactorily delivery of the global training of Field Operations personnel for the facilities including staff and contracted personnel, for both field and support staff. Ensure the recruitment process for personnel identifies and provides personnel with the prior skills and learning required to commence the training program. Develop a competency management procedure to ensure that the training and competency of all personnel is followed and tracked, with a plan implemented to ensure attainment of the desired level at plant start-up Ensure that the Training Contractor(s) perform their activities in accordance with the contract and meet the required quality standards in line with Company expectations. Ensures the activities being undertaken by the Training Contractor(s) meet all Company, statutory and legislative requirements. Manage the Training contract activities ensuring that the contractor (and any sub-contractors) complies with all requirements and delivers on time, to budget with the required quality. Accountable for cost management of the training program put in place during the project phase. Shall prepare a Quarterly report confirming the status of all activities undertaken by the project relating to training and competency development, highlighting any areas of concern.
? Develop Training Management Strategy, Training Matrix and Training Plan
? Ensure communication with other TEP Uganda departments (HSE, Security, Contract and Procurement) to identify all training courses required to be undertaken. Prepare Maintain and regularly update the training matrix for all Operations personnel and ensure compliance at RFSU
? Interface with the relevant governmental agencies as required regarding training and competency maters providing regular update and reports on training progression.
? Develop the overall strategy for the Training Contract and as contract representative be responsible for the life cycle of the contract from develop of scope of work, call for tender, recommendation and award. Develop and implement contract measures and KPI performance elements.
? In support of the Field Operations Manager, act as Field operations focal point for recruitment activities in Uganda including preparation of the Field Operations mobilisation strategy.
? In support of Field Operations Manager, responsible to prepare readiness for the first oil
? Agree the numbers of personnel to be trained in line with departmental leads (production, maintenance, logistics, HSE)
? Work with the TEP Uganda Human Resources department to provide input to and closely follow the recruitment process of for personnel to ensure the recruitment meets the overall schedule and personnel are timely recruited to enable commencement of the technical training.
? Manage the technical input required to the recruitment process to assist TEP Uganda Human Resources Department including input to Job Descriptions/profiles, shortlisting criteria, interview execution and identify and provide technical interviewers to support the recruitment process.
? Take accountability and be responsible for the training budget for the project phase and beyond and effectively monitor spend.
? Implement a global Plan to monitor progress and identify schedule constraints, critical path and take action to maintain the schedule and mobilisation of candidates.
? Implement an audit schedule for the training programme.
? Develop Key Performance Indicators (KPIs) for the Training Programme, and put in place key competency assessment program
? Engage with equipment suppliers to agree technical training courses to be given prior to start-up to enhance the technical knowledge of personnel.
? Ensure the training programme aligns with Company Specifications
? Prepare and implement strategy for the trainees evaluation (i.e. Opercap)
Qualifications/Experience required The Service Provider must have the following qualifications:
? Engineering degree or equivalent qualification The Service Provider must have the following experience:
? Minimum 15 years broad practical experience in the field of production operations, with a minimum of 5 years in a Managerial role OR extensive experience as training manager within an E&P environment.
? A knowledge of the principles related to the training and competency assessment. Ability to work independently while maintaining good relations with colleagues and others.
? Demonstrate a rigorous and methodical approach to activities whilst showing a common sense approach when anticipating and analysing work. Have a proven sense of responsibility, demonstrate a natural, flexible manner of authority
? A good command of English mandatory.
