JOB RESPONSIBILITIES 
  • Plan and coordinate activities in shipyards, logistics bases and wharves to deliver the assigned scope such as equipment preparation, mobilization, demobilization, spooling, etc.
  • Prepare mobilization plans and define loading sequences/constraints.
  • Prepare, review and comment on Technical Documents (procedures, drawings, mooring design, schedules, scopes of work, technical reports, among others) to support operations.

RESPONSIBILITIES & COMPETENCIES

  • Pre-Turnaround Planning: Collaborate with Operations, Engineering, Inspection, and Maintenance to thoroughly understand the scope of work. Review and discuss work lists and schedules with contractor foremen to ensure clarity and preparedness.
  • Field Supervision and Safety Compliance: Spend 85-90% of work time in the field, directly supervising contractor activities to drive effective and lean execution of tasks. Act as a HSSE leader by setting safety examples, following Life Saving Rules, and actively intervening to correct safety issues.
  • Schedule and Progress Monitoring: Ensure daily tasks are executed according to plan, regularly reviewing and confirming schedule accuracy with foremen. Identify and swiftly eliminate any barriers that could impact the turnaround timeline or costs.
  • Quality and Environmental Management: Monitor all aspects of quality control within the assigned area, including material handling, flange tightness, and completion status. Execute environmental plans effectively, overseeing waste disposal and ensuring compliance with all relevant environmental policies.
  • Documentation and Reporting: Maintain detailed daily logs to document shift activities, including weather conditions, schedule deviations, and any critical issues. Report significant barriers to the Turnaround Unit Coordinator that cannot be addressed in the field.
  • Post-Turnaround Activities: Participate in walk-downs and sign-offs with operations upon job completion, ensuring all tasks meet the set standards and requirements.

The successful candidate needs to be well-organized, energetic, and service-oriented with the following qualifications:

Education and Experience: High School Diploma required; further certification in project management, engineering, or related fields preferred. Proven experience in a field coordinator role or a similar position within industrial or construction environments.
  • Safety and Environmental Knowledge: Strong understanding of health, safety, and environmental regulations. Experience in leading safety initiatives and conducting hazard assessments in industrial settings.

About the Role

In Execute Phase

  • Support operations and other interfaces on control and safeguarding schemes whenever needed.

  • Optimize processes via all the techniques to improve controllerperformance. Pay special attention to control loop tests and tuning as well as putting Engineering Training Simulator to test (ETS) and position it as a scenario assessment tool.
  • Review the process control content of plant modifications/changes as well as instrument trip/alarm settings such that plant integrity remains ensured and design objectives are met.
  • Ensure documents, i.e. control and IPF narratives, system functional design specifications, etc., are maintained and as-built comments are accurately kept. Participate in required HSE activities (audits, meetings, etc.) and demonstrate (by example) safe work practices and procedures to the contractors at all times.
  • Support the implementation of control and safeguarding functionality in DCS, SGS and FGS systems.

Quality Control: Oversee quality control processes, including obtaining third-party approvals, to maintain the highest standards throughout the project lifecycle.
Interdisciplinary Coordination: Collaborate closely with other disciplines within the team, including Utilities, HV Equipment, Civil Works, and others, to integrate structural elements seamlessly.
Transportation & Installation (T&I): Contribute to planning and execution during the transportation and installation phases, ensuring structural integrity during these critical stages.
Skills Required:

Experience: You bring at least 4 years of relevant working experience, with a preference for experience in the offshore sector.
Offshore Structural Engineering: Experience in structural engineering of offshore platforms is highly desirable and considered a significant advantage.
Education: Hold an engineering degree, preferably in structural engineering.
Communication and Teamwork: Demonstrate excellent communication and teamwork skills, essential for effective collaboration within the team and with external stakeholders.
Adaptability: Possess the ability to work in a team-oriented and structured environment, with a keen aptitude for quick learning and adaptation.
Technical Proficiency: Exhibit excellent MS Office skills, essential for documentation, reporting, and analysis.
Language Proficiency: Fluent in English, with proficiency in Dutch and French considered advantageous for effective communication with stakeholders.
Working Hours & Workplace:

Full-Time Role: This is a full-time position, requiring commitment and dedication to project success.
Work Location: Based in Brussels, Belgium, with the possibility of up to 2 days of remote work per week for flexibility.
Residency: Preferably, the candidate will be a full-time resident in Belgium, ensuring accessibility and availability for project requirements.
Business Trips: Short business trips to contractors may be necessary, with more extensive travel anticipated during construction phases.

Our Operator client are recruiting for a Technical Safety Engineer to join the team in Aberdeen.  The role will support operating facilities in a mature regulatory regime as Technical Safety Lead.

Key Responsibilities and background:
  •  Owning the development and updates of a Safety Case and ensuring acceptance as required by company processes and UK legislation.
  • Maintaining positive and constructive relationship with the UK HSE regulator using well developed stakeholder management and communication skills.
  • Manage scopes to be delivered by 3rd party organisations / consultancies
  • Maintaining excellent working relationships with contractors, EPCs, consultants and other 3rd parties associated with the project.
  • Interface with the relevant Asset Technical Safety Engineer.
  • Reviewing and commenting on technical documentation submitted by key contractors, including technical deliverables, TQs etc.
  • Manage Combined Operations between Drilling contractor and Wellhead platform DEM1 assurance and compliance in Polarian.
  • Support construction & commissioning scopes, MOC process & completion of
  • Support authoring of the TSE owned Performance Standards
  • Development of operational performance standards
Providing TSE discipline / technical authority advice to the Project on the full suite of TSE studies required by the project being supporting, including, but not limited to:
  • ALARP Demonstration, Performance Standard Development, HAZID and HAZOP, Manual of Permitted Operations (MOPO), Bowtie Facilitation and Assessment, Facility Layout and Segregation, Hazardous Area Classification & Drawings, Ship Collision assessment, Dropped Object assessments, SSIV Assessments, MAH Assessments, Subsea/Topsides HIPPS assessments, Riser ESDV leakage assessments, Quantitative Risk Assessment, Escape, Evacuation and Rescue Systems, Temporary Refuges design and assessment, Firewater and Protection Systems, Passive Fire Protection Systems, Detection Systems (Fire, Gas and Toxic), Emergency Response (Fire-fighting, etc)., Explosion risk assessment & protection assessment, Fire risk assessment & protection assessment, Release and Dispersion modelling, Flare Radiation Assessment, Layers of Protection Analysis (LOPA), Venting, flaring and relief systems, Blowdown and/or drain system.


Critical Skills & Personal Attributes:
 
  • Applicants should demonstrate a strong project Technical Safety background with significant experience working under the UK offshore HSE legislative framework, supporting operating facilities in a mature regulatory regime.
  • Provision of Technical Authority discipline advise to projects.
  • Proven capability of workshop facilitation - HAZID, bowtie, due diligence reviews, what if studies
  • Support TSE responsibilities under AIPSM

What you’ll do
The role responsibilities include:
  • Crucial support to the planning and overall Project Controls department.

  • Sound knowledge of change management, baseline management, schedule development, Risk Evaluate, Earned Value Management.
  • Excellent relationship building and stakeholder management skills.
