General Responsibilities:
- Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
- Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
- Coordinate and supervise the Fire & Gas engineering aspects of the Project to ensure the technical objectives are met within the approved scope, budget, and schedule.
- Supervise, oversee, and coordinate regular and timely technical reviews of Fire & Gas related Engineering deliverables developed by the EPC Contractor and technology Licensors, ensuring design optimization in compliance with relevant codes, standards, and best practices and in close conjunction with Owner’s functional departments.
- Co-ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity.
- Provide technical expertise on all subject matter pertaining to Fire & Gas Engineering during all phases of Project e.g. Engineering, Fabrication, Installation, Pre-commissioning and Commissioning
- Responsible for developing and establishing systems, procedures, and standards for effective implementation of the Project in line with International Codes and Standards, Owner specifications, local regulations and Owner’s HSE policies, philosophies and requirements for Fire & Gas Engineering.
- Review and approve EPC Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards, design philosophy, and Industry best practices.
- Provide PMC Fire & Gas performance data and reports to PMC Management and the Owner.
- Provide technical guidance to develop new specifications and update existing specifications.
- Perform calculations for design validation and optimization.
- Review technical bid submissions and perform technical bid analysis.
- Participate in Layout, P&lD, PHASER, HAZID, HAZOP, SIL, Layout Safety Reviews, PSSR, constructability reviews, 3D Model reviews, safety audits, QRA workshops, etc.
- Fire & Gas Engineering expertise in the development and analysis of various design options and business models.
- Participate in analysis during EPC Contractor and Vendor pre-qualification, bid evaluation, and performance evaluation.
- Ensure quality and accuracy of EPC Contractor’s Fire & Gas Engineering activities and review deliverables including philosophies, data sheets, specifications, layouts, close out reports, detailed drawings, etc. pertaining to risk studies, loss prevention systems, firefighting equipment, muster station, TGR’s, TSRs, Safety Signage, hazardous areas classifications, etc.
- Review any Project specific Risk Management Systems and criteria pertaining to Fire & Gas.
- Review of HSEIAs for Fire & Gas Engineering inputs, including reviewing hazards and effects registers, bow tie diagrams, HSECES register, HSCES performance standards and procedures, etc.
- Review Emergency Response procedures and plans for Fire & Gas inputs including alignment with Owner specifications and standards etc.
- Provide assistance and support to Construction, Pre- commissioning and Commissioning phases of the works.
- Review Action Tracking Registers and ensure close out of all Loss Prevention actions arising out of key reviews, workshops, HSSEQ studies, safety related concerns, etc.
- Review technical bid submissions and perform technical bid analysis for Fire & Gas discipline.
- Provide Fire & Gas Engineering expertise in the development and analysis of various design options and business models.
- Provide technical assistance and coordination with other discipline Engineers
- Participate in analysis during EPC Contractor and Vendor pre-qualification, bid evaluation and performance evaluation.
- Assist in the handling of correspondence related to Fire & Gas.
