Our client, a major Oil & Gas Operator with an existing Australian portfolio, require a Field Services Electrical Engineer to join their team for a Queensland based FIFO position , for an initial 12 month contract role
Description
Field Electrical Assurance Engineer – Upstream Projects is primarily responsible to provide assurance that site construction is completed as per IFC documents and construction standards. Upstream projects group delivers projects for operation of Coal Seam Gas operations. In addition, the Field Electrical Engineer shall support implementation of safe project Construction and ensure quality work. Field Electrical Engineer will be accountable primarily to Lead Facilities Engineer in Brisbane. Although for day today matter, Field Engineer will work closely in alignment with Upstream Projects Construction Manager and construction Superintendents in the field. The job holder will be required to act in accordance with the Petroleum and Gas Regulation, relevant Australian and International Standards, whilst complying with HSSE Framework and respective Project Basis of Design as minimum.
Key responsibilities
• Review of IFR project construction & commissioning documentation including SOW, PEP, Design Drawings, commissioning strategy etc. Field Engineer will coordinate and lead the reviews and compile comments and provide feedback.
• Management, tracking and oversight of deliverables and schedule to ensure they are delivered safely, on-time and to specification.
• Liaise with Construction Management and Contractors clarifying all design aspects to ensure that they are safely and efficiently constructed.
• Participation in design development workshops with Engineering Contractor (Scope of work review, HAZIDs, HAZOPs, Design reviews, SIL review, Risk Reviews, Constructability, method statements etc.) typically via skype meeting or in person when possible.
• Undertake or assist with site survey works to support engineering design as required/requested by Engineering Contractor/Project Engineer and produce prepare detailed field sketches / reports / calculations.
• Assist with Field engineering issue resolution & completions with maintenance of accurate records (as-built mark-ups, punch lists, etc.)
• Provide Technical support to Construction Contractor during project execution. Field Engineers are first point of contact for Technical Queries, RFIs and general technical concerns after contract award.
• Field Engineers liaise with Engineering Contractor and/or Brisbane based Project Engineering Manager for required technical support to close-out TQs, RFIs, etc. Prepare site instructions in consultation with Project Manager.
• Carry out inspections and verifications in accordance with the approved Inspection & Test Plans
• Take an active role in auditing and verifying Contractor compliance with the Contract and Company standards and procedures in addition to construction Industry standards.
• Participate in Brownfields Team Readiness Review meetings leading into shutdowns and turnaround works.
• On-site coverage for all shutdown and Turnaround works for Upstream project work scope.
• Attendance at MC-1 walkdowns including review and acceptance of hand-over documentation.
• On-site sign-off of as-built or as-commissioned documentation at completion (MC-1, PC-1, SC-1) walkdowns.
• Support Quality team with review and acceptance of Completion Dossiers.
• Support to Engineering Contractor/CSU team during pre-commissioning and commissioning works for Technical Queries.
• Generate fortnightly handover record for Back to Back for each swing transition.
• Assist with variation proposal assessments as requested by Project Engineer/Project Manager.
• Review of technical results i.e. via certificates etc.
• Site Scope of Work walks with contractor to facilitate IFR SOW reviews &/or Contractor quotations
• As-building requiring physical site presence & review. Note: The broader assurance expectation is that as-building, particularly of facilities work, requires site verification via physical presence & inspection by the field Engineering.
• Inspection of materials should assistance be required from the materials controller.
• Coordinate the engineering elements of the project to ensure that technical performance and integrity requirements are met.
• In addition to these duties, you are expected to perform such other duties as may from time to time be assigned to you by Line manager.
Skills & Experience:
· 3-5 years of Brownfield Projects experience in the Oil & Gas industry (CSG experience advantageous)
· Experience with Permit to Work (PTW) systems
· Experience with, and commitment to, engineering systems, procedures and quality assurance
· Experience in review of Contractors Procedures and ITP’s • Demonstrated leadership experience with field safety management and commitment to safety
· Demonstrated excellence in execution of brownfield projects
· Experience in providing specialist input to Engineering design, HAZOP, HAZID and Risk Assessment processes Skills,
· Educated in technical or engineering discipline at tertiary level (first degree, or equivalent, preferred).
· Demonstrated knowledge of business process re-engineering and change management
· Demonstrates customer focus and is aware of the business impact of their decisions.
· Knowledge of quantifying and assessing risk and developing risk mitigation strategies
· The ability to set the HSSE standards required and to lead by example to ensure that all aspects of the work are completed safely and in line with HSSE expectations.
· Strong understanding of document management processes
· Adequate understanding of the relevant regulations and standards
· Management of multiple issues and complex problems, with the ability to structure solutions that integrate effectively with other groups; Resilient in the face of change, challenge and uncertainty
